A commercial license shouldn’t replace the artist’s original rights, it should just add another layer for a particular span of time. A licensor delivering music to a streaming service has to include this core agreement, not just their own. This way when the commercial deal expires, licensing control simply reverts to the artist, who can keep getting paid.
